[First off let me say, I know nothing about lighting really.] Yesterday I went to my LFS to look at some corals, didn't see anything for <$400 I liked (an extremely sexy white anem. with bright pink tips), Bought a J-tube for the overflow and while on the way out saw a frag tank with some kind of blue LED lighting (didn't think to ask, just assumed, and what a sad turnout for me) and in there was a really nice Zoa frag that was blue with a silver skirt, I brought it home and my Actinic (36W T5HO) can't reproduce the colors, all I get is green with a green skirt with the 10000k on, and with my weak Actinic it barely fluoresces (possibly time for a new one?). So I'm wondering if based off that description anyone could guess what they used? I'll be going to pick up another bulb to intensify the Actinic, but I'm thinking it's a blue light now. Any help? Thanks.

How many would you suggest for a 40G breeder?

I have 11 over my 29 gallon. 14 should be enough I'd think. Though I'm not using it as supplemental, it's part of my primary lighting.
