I would turn the lights off (if they are not already). This might give the 8 line some time to calm down. I have a leopard wrasse that picks on everything new in the tank for the first few hours. Then they seem to settle down.

That might calm him down, but he isn't attacking the goby for food, he has territorial issues.

Yes it could help. Sometimes when I am introducing another fish, I will feed the rest of the tank just to distract everyone. Also, do you have plenty of places for the gobie to hide? caves in the rocks?

They need to establish their own territories and the wrasse is telling the goby that this is HIS tank.....

EDIT: Triggerfish beat me to it.

Has the 8 line been the only fish in the tank for awhile? If so, it might be harder for him to adjust to having a new room mate. I have seen clear boxes with holes in it for flow that you can use to keep the new guy in for a day or so to allow them time to get used to each other. Not sure what they are called. Also, it is possible to use eggcrate to create separate sides of the tank (if your aquascaping will allow it) this might also give them some time to adjust.
