put it in a qt tank, and I would probably treat with a antibiotic incase it is a bacterial infection.

Piercing the swim bladder is usually a last resort and for those that know the fishes anatomy.

    pbt?

if its not floating or sitting on the bottom it may heal itself.

if it is hovering that means the swim bladder is working. Swim bladder controls the vertical position of the fish in the water column

swim bladder can be from being backed up;D i keep seaweed on hand for the fish its waters fiber, you either see the fish floating at the top of the tank or on its side on your sand and if he allows you to touch him thats not good at all there has been cases like mine(bannerfish) where you can rubberband a piece of styrofoam to the fish and allow its bouyancy to configure itself again but its very stressfull
