I say no -you are building up a bacteria culture so you need the water to get a little poluted so to speak , water changes would just prolong the cycle period
once the Amonia and Nitrites have spiked and gone back to 0 , then its time for 1st water change

    No.

Doing a water change will prolong the cycle. Its generally best to do as little as possible to your tank whilst it is cycling.

By the way, what sort of set up do you have? pics are always good.

right now your trying to build a culture of biological bacteria that will convert your ammonia into nitrite, and nitrite into nitrate.you don't want to do water changes untill the ammonia and nitrite are done spiking.then do water changes as it will reduce nitrate.
