So I just added live rock then sand to my new tank. Its a 6 gallon fluval edge with stock HOB filter. Should I leave my filter off while the water is cloudy and the sand settles or go ahead and turn it on and help speed it up? The filter has foam, carbon, and purigen in it

It is a dry heat, yeah right !
    I would turn it on.

The sponge and carbon will remove the suspended particles faster.

I wouldv leave it off whilst the sand settles

also this is a new and as yet not cycled tank
so I would also leave out the carbon and purigen for a while ( they do not do any harm, but they do not do any good at this stage either)

you will need to rinse that foam and in fact all the contents of your filter on a regular basis, to remove the trapped and decaying material they collect

rinse them in the tank water , when doing water changes
carbon, change it every month or so
Purigen, renew once it goes dirty brown colour ( regenerate as per directions)

I actually took everything out of the filter and just turned it on with filter floss so hopefully this will do the job

Flow is good letter flow, raise outlet up a bit and deflect off glass,
