If you were to buy only one hob skimmer which one would you buy. The 2 choices are a Berlin or an Octopus. TIA

I would go with the Reef octopus BH1000F on a moderately fish stocked 75

    IMO
If you are under the 1 inch of fish per 4 gallons of water, then that would be moderately stocked
thus in a 75 gallon tank, if you have under 18 inches of fish not including tail
then that would be moderately stocked

a BH1000F is suitable for tanks up to 100 gallons , thus is 1.25 times the rated size for your tank which is good
many people would go for a skimmer rated at 1.5 the tank volume
but if your fish stocks are moderate, IMO 1.25 x tank volume is adequate

I've heard great things about the RO, definitely seems to be one of the best HOBs on the market. The other one that seems to be really good is the Aquamaxx. I don't have any experience with them, but have heard nothing but great things and in general, they do tend to be awesome skimmers. Kind of sleepers, not as many people know about them though.
