    Yes, the foam only helps correct slight imperfections, hence the earlier suggestions to shim where the flaws are visible. While it may be possible for a smaller tank to withstand the stress, coming home to a blown panel and dead livestock on the floor is not a risk I would take, or recommend to anyone else.
