I would just fill it with tap water, let it soak, drain it out, then rinse once more time before filling it up.

Yes, you can use HCI to clean the tank walls. If you're just cleaning, I don't know that I would bother with RO water.....I would just use tap.

yeah i just want to fill it up by next week, jsut as a temp tank with a few corals, all the water would be from a larger water tank from my 150, and like 50-100 pounds of rock would come from my sump from my 150, so i dont want to mess with anything while its in there! lol.

I was reading your build thread. If this is the sump tank you were getting ready to work on one thing to cosider. You said it was formerly a freshwater tank. Copper is used commonly in freshwater setups. I would test the tank for copper to make sure you don't kill your corals. Just my thoughts I would hate to hear about your corals dying later.

oh no this was used as a reef tank, but i stupidly cleaned the inside with windex, that sump tank i am going to fill it with tap water and put muratic acid in it and let it soak and if any copper was used that will take care of it...i think.

yeah so my plan is to just set it up as a water storage and stuff just to make the transition easier from the 150 to 215, also do you think by filling my 75 gallon sump with tap water and muratic acid it will take care of the copper????

If you just want to clean it before you occupy the tank, I would suggest using plain old pure ammonia to clean it then since it with clean water. Windex has soapy detergent in it that will make it toxic to a reef, whereas pure ammonia will get broken down in the nitrifying process harmlessly.
