    I would tell the CC company they issued a credit, but said you have to spend more money before you can use it, sounds like fraud to me, not to mention total crap.

    I would send the vendor this letter as well:

    To whom it may concern:

    I, (your name), placed an order from your business on (date). Unfortunately, over half of the order arrived either dead or near dead upon delivery. I realize mistakes and problems do happen, so I took pictures and contacted you per your instructions in regards to this event happening.
    Unfortunately, I feel you have been very uncooperative in regards to making the unfortunate event right. You would not issue a refund, only credit, and require me to pay even more just to access said credit. I feel this is very poor customer service. I will not be placing another order, and have also voiced this issue with other hobbiest. Unfortunately, you have left me no choice but to contact my credit card company, and turn the issue over to their claims department.

    In today's world, I'd E-Mail it and cc myself.

    I would then wait about 2 business days before contacting cc... giving them a chance to respond positively... if they didn't after a couple days, I would then go straight to cc customer service.

    Maybe I will try this first, but I don't see them changing their minds if they haven't already done so. But what can it hurt?

    So if you followed everything outlined here and met all the requirements i would call them once more and quote theor rules back at them and if still nothing then go through your cc company.

    I did not submit my claim within 5 hours. But I knew that when I submitted it. But I can't say I agree with the idea of having to spend $40 more before I can begin to use my credit. Should I push forward, or just admit that the situation sucks, spend my credits and never shop there again?
