man that stuff usally happens to me, be glad you weren't working in the tanks when it pooped out, I have seen some forums where they don't reccomend those glass ones for turtle tanks either they will swim after a fish and run in to the heater and wham, pop, turtle soup. and a major meltdown. most circuit breakers are a joke I think they only pop if there's a lighnting bolt passing thru them.
I had a problem with glass heater too, mine kept shocking me, I think they all leak allitle cause you see a little condensation from time to time, well that dosen't work with salt water any leaks and you have a major short its like your arc welding with the heater.
Sorry for your loss I have two GFI extension that are behind my tanks its a pretty good leak detector cause everything shuts off when one get one tiny drop of water, I haven't been shocked months, I was getting used to those little jolts of energy....

Don't even put water in the tank without a gfi, I am plannig to add one to my freshy tank too, it african so its not truly fresh.
