Can I have a yellow tang (or Scopas) and a copper banded butterfly in a 90g tank together or is that too small?

I think it should be ok. But i would put the CBB in first and let him get established in the tank for a month or two.

Yes, copperband first, but I would go even further and put the CB in quarantine for a number of weeks to get it comfortable eating what you are going to feed it.
Too many CBs are lost when putting directly into a display tank and their timid personalities cause them to be so stressed that they often don't eat or don't eat enough to survive.
